Auto Populate Country as ‘Australia’ when adding contacts

Greenlight will auto populate 'Australia' as country when adding a contact.

This change is applied to both Applicant portal and Council portal in following scenarios.

In Council Portal,

1. When adding an application contact in application.

2. Adding a contact in System Admin (System Admin >> Application Contact).

In Applicant Portal,

3.Also when user applying for an application, application interface itself Auto populate country as "Australia".
